# Money images for Đảo Số: sources, licences, legal notes

The money in the game is real money, never drawn: these 22 WebP files, used by `../../review.js`
(`coinPic`, `billPic`, `vnPic`). Prepared 2026-11-01 from the downloads listed below. The high-resolution
downloads were deleted once these files were made, as 31 CFR 411.1(a)(3) requires for US notes.

Edits are limited to: crop to the coin or paper edge, a straightening rotation of 0.13 to 0.25 degrees on
four scans, resize, a circular alpha mask on the coins, and WebP encoding (cwebp, metadata stripped). No
retouching, recolouring, text or watermark was added. Overprints that the issuer put on its own pictures
("TIỀN MẪU" on three Vietnamese notes) are left as published.

The sizes come from the rules below. US bills are 320 x 136 px, under 75 % of the real note. Vietnamese
notes are 368 to 430 px wide: 72 dpi at the real size. Never replace them with bigger files.

### Credit lines to show in the game

- US coins: "United States coin images from the United States Mint." The 25-cent photo is the exception:
  "25¢ photo: Brandon Grossardt, CC BY-SA 3.0, via Wikimedia Commons". Link the licence and the file page.
  `us-coin-25.webp` itself is then CC BY-SA 3.0.
- US banknotes: "U.S. banknote designs: Bureau of Engraving and Printing (public domain); scans via
  Wikimedia Commons."
- Vietnamese notes: "Ảnh tiền Việt Nam: Ngân hàng Nhà nước Việt Nam (sbv.gov.vn)."

## Legal summary

### United States banknotes

- [18 U.S.C. § 504](https://www.law.cornell.edu/uscode/text/18/504) permits illustrations of US
  obligations and has the Treasury set the rules for colour illustrations. Paragraph (2) bars reproduction
  "by or through electronic methods" unless the Treasury authorises it.
- [31 CFR § 411.1](https://www.law.cornell.edu/cfr/text/31/411.1) is that authorisation. Colour
  illustrations of US currency are allowed if: (1) they are smaller than 3/4 or larger than 1 1/2 of the
  real note in linear dimension; (2) they are one-sided; (3) all negatives, plates, "digitized storage
  medium, graphic files" and the like used to make them are deleted after their final use.
- The same three conditions are restated by the Secret Service
  ([FAQ](https://www.secretservice.gov/about/faq/general)) and by the Treasury's currency education site
  ([uscurrency.gov, Currency Image Use](https://www.uscurrency.gov/media/currency-image-use)). Neither
  page has a separate rule for websites or a pixel/dpi limit. I found none anywhere official. The
  CBCDG index ([rulesforuse.org, USD](https://www.rulesforuse.org/en/currency/usd/)) also lists nothing
  under "Reproduction in electronic media".
- [18 U.S.C. § 475](https://www.law.cornell.edu/uscode/text/18/475): no advertisement made in the
  likeness of a note, or attached to a note or coin.
- Copyright: designs by US Government employees are public domain
  ([17 U.S.C. § 105](https://www.law.cornell.edu/uscode/text/17/105)). Wikimedia Commons treats US notes as
  OK ([Commons:Currency, United States](https://commons.wikimedia.org/wiki/Commons:Currency)) and uses
  {{PD-USGov-money}}. A straight scan of a flat public-domain work adds no new copyright in the US.

### United States coins

- Coins are not "obligations or other securities" ([18 U.S.C. § 8](https://www.law.cornell.edu/uscode/text/18/8)),
  so § 504 and 31 CFR 411 (size, one side) do not apply. The coin counterfeiting sections (18 U.S.C. § 485
  onwards) and the Hobby Protection Act concern physical coins, tokens and replicas, not pictures.
- US Mint [Circulating Coin Design Use Policy](https://www.usmint.gov/news/image-library/circulating-coin-design-use-policy)
  (archived copy: https://web.archive.org/web/20251113054154/https://www.usmint.gov/news/image-library/circulating-coin-design-use-policy).
  The Mint "will not object" to use of the Lincoln Memorial cent, the pre-2004 Jefferson/Monticello nickel,
  the Roosevelt dime, the pre-1999 Washington/eagle quarter and the Kennedy half dollar, provided:
  - the use is lawful;
  - it does not suggest Mint or Government endorsement;
  - Mint-sourced images carry the credit "United States Mint image." next to the coin, or "United States
    coin images from the United States Mint." on a credit page.
- Copyright: these designs are public domain (Mint employees; the 1932 quarter and 1938 nickel designs
  were published without notice). Photos of coins can carry the photographer's copyright, which is why
  the quarter photo is CC BY-SA.

### Vietnamese banknotes

- [Nghị định 87/2023/NĐ-CP](https://caselaw.vn/van-ban-phap-luat/411628-nghi-dinh-so-87-2023-nd-cp-ngay-08-12-2023-cua-chinh-phu-quy-dinh-ve-phong-chong-tien-gia-va-bao-ve-tien-viet-nam)
  on counterfeit money and protecting Vietnamese currency. Issued 08/12/2023, in force since 02/02/2024
  (English: [LuatVietnam](https://english.luatvietnam.vn/tai-chinh/decree-87-2023-nd-cp-combating-counterfeit-money-and-protecting-vietnamese-currency-281765-d1.html)).
  It repealed Quyết định 130/2003/QĐ-TTg (Điều 26), which had banned copying without SBV's written consent.
  - Điều 3.5: "sao, chụp hình ảnh tiền Việt Nam" covers copies made by any means, including electronic.
  - [Điều 17](https://lsvn.vn/quy-dinh-ve-nguyen-tac-sao-chup-tien-viet-nam-1702282230-a138609.html),
    principles (all must be met):
    - (a) no change to the image other than enlarging or reducing, and the portrait and national emblem
      on the front kept whole;
    - (b) no combining the image with vulgar, violent, criminal or socially harmful content, or content
      against Vietnamese history, culture, customs or law;
    - (c) not for commercial purposes and no fee in any form. The exceptions are press, documentaries,
      library research and photos of notes on public display.
  - [Điều 18.1](https://lsvn.vn/dieu-kien-tieu-chuan-sao-chup-hinh-anh-tien-viet-nam-1702305084-a138623.html),
    conditions (at least one must be met):
    - (a) a part no larger than 1/3 of one side;
    - (b) one side, smaller than 75 % or larger than 150 % of the real note;
    - (c) both sides, smaller than 50 % or larger than 200 %;
    - (d) an electronic copy posted online, at no more than 72 dpi at the real note's size.
  - Điều 19: anything outside these conditions needs a written SBV approval (application form Mẫu số 06,
    answered within 10 days).
- Fines: Nghị định 340/2025/NĐ-CP on administrative sanctions in money and banking (25/12/2025, in force
  09/02/2026). Its Điều 36 covers protection of Vietnamese currency. Secondary sources
  ([thuvienphapluat](https://thuvienphapluat.vn/chinh-sach-phap-luat-moi/vn/ho-tro-phap-luat/tu-van-phap-luat/70527/tong-hop-van-ban-phap-luat-ve-chinh-sach-tien-te-moi-nhat),
  [luatvietnam](https://luatvietnam.vn/vi-pham-hanh-chinh/nghi-dinh-340-2025-nd-cp-xu-phat-vi-pham-hanh-chinh-trong-linh-vuc-tien-te-va-ngan-hang-422654-d1.html))
  put the fine for unlawful copying at 40-50 million đồng for individuals, doubled for organisations.
- Copyright: Commons lists Vietnamese currency as "Not OK", because notes are not exempt from copyright
  ([COM:CUR Vietnam](https://commons.wikimedia.org/wiki/Commons:Copyright_rules_by_territory/Vietnam#Currency)).
  So there is no free-licensed scan of a current note, and Commons has none. The SBV pictures are the
  issuer's own. The portal shows only "© cổng thông tin điện tử ngân hàng nhà nước việt nam", with no
  reuse terms. The basis for using them is therefore Nghị định 87/2023, not a licence.

### How the files comply

| Rule | Files | Status |
|---|---|---|
| US notes one-sided (31 CFR 411.1(a)(2)) | us-bill-* | Front only. |
| US notes under 3/4 of real size (31 CFR 411.1(a)(1)) | us-bill-* | 320x136 px: 54 % of the real 6.14 x 2.61 in note at the CSS/print reference of 96 px per inch, and still 72 % at 72 px per inch. The game shows them at most 240 CSS px wide. |
| US: delete files used to make the illustration after final use (31 CFR 411.1(a)(3)) | the downloads and work files | Deleted on 2026-11-01 once these files were made. |
| VN one side, 72 dpi at real size (Điều 18.1.d) | vn-* | Back only. 71.7 to 72.0 ppi in width and 63.7 to 72.0 ppi in height at SBV's official sizes (130x65 to 152x65 mm). |
| VN unaltered except resize (Điều 17.a) | vn-* | Only cropped at the edge and resized. The front, with portrait and emblem, is not used. |
| VN non-commercial, no fee (Điều 17.c) | vn-* | The game is free. It must stay free of any charge. |
| Coins | us-coin-* | No size or side rule. Credit line needed (Mint policy, CC BY-SA). |

What the game must keep doing:
- Show US bills front only. Never render them wider than about 440 CSS px, and don't offer a download or
  a print at actual size.
- Don't draw over, cut up or recolour any note; put labels next to the notes.
- Keep the Vietnamese notes at these pixel sizes. Never swap in larger scans. Don't put them next to
  ads, paid features or inappropriate content.
- Show the credit lines.

## Open points and uncertainties

1. No official rule says how big a US note "is" on a screen. The files are 320 px wide so that they stay
   under 75 % of the real note under both readings: the CSS/print reference of 96 px per inch (54 %) and an
   image app printing "actual size" at 72 px per inch (72 %).
2. Vietnamese notes are 368-430 px wide, not 560 px, because Điều 18.1.d caps electronic copies at 72 dpi
   at real size. The cap was computed from SBV's official note sizes.
3. The SBV pictures are the only official source I found. They are 526 px JPEGs, a little soft, and:
   - 10.000, 20.000 and 200.000 đồng carry SBV's red "TIỀN MẪU" overprint. Removing it would be
     retouching, which Điều 17.a does not allow.
   - The 20.000 đồng picture is 2.35:1 while the note is 2.09:1 (136x65 mm). It looks trimmed at the top
     and bottom. I kept its proportions rather than stretch it, so the file is 385x163.
   - The cleanest fix for all three is for the owner to scan the backs of their own notes and downsize them
     to the same pixel sizes (72 dpi at the real size). That is lawful under Điều 18.1.d and involves no
     third-party rights.
4. The SBV portal publishes no reuse licence. Using its pictures rests on Nghị định 87/2023 (copying
   permitted if Điều 17-18 are met), not on a copyright licence. Its English page also mislabels the
   50.000 back as "Nha Rong Port"; the image and the Vietnamese page show Huế.
5. The quarter is the only file not in the public domain. It is CC BY-SA 3.0, so it needs attribution and
   share-alike. I found no public-domain photo of a clean pre-1999 eagle quarter on Commons:
   - the 350 px "United States Mint" quarter images there actually come from ucoin.net;
   - the 2000 px 1932 NGC photo has no licence for the photograph itself;
   - the other candidates are worn coins.
6. The nickel is the pre-2004 Monticello reverse, the design named in the Mint policy. Nickels made since
   2006 carry a re-engraved, very similar Monticello.
7. The $2 (Series 2003A) and $10 (Series 2004A) are older series than the others but the same designs as
   current notes. The $100 is a star (replacement) note. All serial numbers are real, as scanned.
8. Several US scans were made by Commons uploaders or taken from banknotenews.com. They are public domain
   under US law; outside the US, a scanner's "sweat of the brow" right is a theoretical concern only.
9. I could not open the full text of Nghị định 340/2025/NĐ-CP. The fine amount and its clause number come
   from secondary sources.
10. Coin frames were up to 0.9 % non-square in the sources. Scaling them to 300x300 made the coins round,
    which is a sub-1 % aspect correction.
